Joan Deacon
Committed tenant Joan joined the Board to represent the interests of elderly tenants across Blaby. The tenant from Blaby, lives in a sheltered bungalow, and is an active and committed member of her local community.Joan is a member of two churches. Before retiring, she worked for nearly 20 years for Foxes Glacier Mints
Tony Mann

Jim Humphreys
Jim is a tenant in Whetstone, where he has lived with his wife for the past four years. Jim has two children and one grandson. Before retiring, he was a specialist in concrete mixes, which were used in building projects around the world.
Colin Norman – Chair of the Board
A founding member of the Jubilee House Sheltered Tenants’ Association, Colin has a deep rooted interest in all matters related to housing. Having been involved in the stock options appraisal process he wanted to bring the skills and knowledge he gained to the shadow board. Colin, a former parish councillor, has been a tenant for 15 years and although now retired, he had a career in management for 35 years.

Jo Fox
Councillor Fox represents the ward of Ravenhurst and Fosse in Braunstone Town – an area with a large number of Council properties. Cllr Fox sits on a number of Blaby District Council committees, and works as an adult tutor coordinator and teacher. She lives in Ravenhurst ward with her husband Phil and has three daughters

Joan Weatherstone
Joan Weatherstone has had a long and distinguished career as a local councillor. She has represented the Countesthorpe ward for around 20 years, and is the former Chairman of both the Parish Council and the District Council. Cllr Weatherstone is Chairman of the Development Control Committee and is also a Governor of Countesthorpe Community College and Countesthorpe Nursery School. She has two children and three grandchildren.
Independent Members
Lindsay Alexander
Lindsay is a very experienced accountant and financial analyst, with a strong understanding of the housing sector. He has worked for several large social housing organisations, and a wide range of charities – including Macmillan Cancer Relief, WaterAid, Diabetes UK and the National Youth Agency. He said: "I have had a varied and interesting career as an accountant so far, and I am keen to apply this experience to my role on the Board.
Chris Edwards
As a talented financial manager, Chris brings an excellent head for figures and great organisational skills to his role on the Board. In his 30-year career, he has worked at a senior level for two major retail and leisure operations, the University of Nottingham and more recently with a regional medical supplies company. Chris has also had exposure to a number of East Midlands councils with the Audit Commission, North East Lincolnshire Council and is a Trustee Director of Framework Housing Association – a leading homelessness charity.
Denise O’Sullivan
Denise brings a huge amount of experience and skill to her role on the Board. As the former director of Leicester Family Housing Association, she was responsible for improving and maintaining around 1000 homes. She now works for Coventry City Council, as a Corporate Performance and Program Officer. Denise is also Chair of the Management Committee of Hinckley Homeless Group, which manages a hostel for single homeless people.
Richard Ward
Richard is an expert in housing and regeneration. He has worked at a senior level for local authorities since the 1970s, developing policies, managing staff, looking after budgets, and delivering real and lasting change. In his early career, he worked as an environmental health officer for several local councils, before taking up several important roles with Birmingham City Council, including Head of Property Services and Head of Business Services and Performance Management. More recently, he has been working as a freelance consultant.
Malcolm Flaherty
Malcolm is the Programme Director for the Foundation degree ‘Managing Voluntary and Community Organisations’ at the University of Leicester where he is responsible for the overall management and development of this programme. Malcolm’s involvement began initially at the North West Leicestershire CVS based in Coalville where he held the post of Assistant Director and Outreach Coordinator. He then moved to the Blaby district where he established a new CVS. His skills and experience of working across and leading a broad spectrum of voluntary, private and public sector organisations and bodies will be of great benefit to Three Oaks Homes.
